This spring OTR opened its newest affordable, accessible apartment community, Kirwan Apartments, in Waukegan Illinois. This will be our second apartment community in Waukegan following the Gustafson Apartments. We are looking to raise $50,000 for our Resident Services program to serve all of our Waukegan residents.
